Vehicle Buy Back Program
California’s Vehicle Buy Back Program purchases used vehicles from eligible motorists. At this time, the program provides $2,000 for low-income applicants and $1,500 for above-income vehicle owners.
To qualify, a vehicle must have failed a recent smog check. In addition, the vehicle must not have a tampered emissions system. However, failures caused only by ignition timing issues or a gas cap functional test do not qualify. For full eligibility details, click here.
Because eligibility varies, not every vehicle qualifies for the program. For this reason, applicants should carefully review all requirements before submitting an application.
The main goal of the program is to remove older, higher-polluting vehicles from California roads. As a result, it supports cleaner transportation options such as low-emission vehicles, electric cars, bike lanes, and mass transit.
To apply, you must complete and mail a Consumer Assistance Program (CAP) application to the Bureau of Automotive Repair. Once approved, you will be directed to a CAP-authorized dismantler to surrender your vehicle and receive payment.

Vehicle Retirement Requirements
Vehicle Must Be Operational
To qualify for the State’s Vehicle Buy Back Program, your vehicle must be running and able to be driven to an approved dismantler.
Valid Registration Is Required
In order to qualify, the vehicle’s registration must be current. Additionally, it cannot have been in non-operational status for more than 60 days during the 24 months prior to submitting your CAP application.
California Title in Your Name
You must own the vehicle and hold a California title issued in your name. Furthermore, the vehicle cannot be undergoing initial registration in California.
